On the 22nd day of May 1834, Martha Jane Devlin was the 2nd of six daughters born to James Devlin and the former Miss Mary Ann Paul of the Smithville area in Abbeville County. Known lovingly as "Mattie" by her family, she was joined additionally with three younger brothers. James and Mary A. Devlin were both from families; who had emigrated to the back country of South Carolina in the late 1760's. The Devlin's and the Paul's had been charter members of Long Cane and Cedar Springs A.R.P. churches and patriotic defenders of the faith and American independence.

Mattie Devlin married Benjamin P. Neel, on the 29th of September 1859.

After Benjamin died in 1893, Mattie went to live with her daughter Lilla Vernon in Spartanburg, South Carolina.
