Charles Willis Boothby's Parents were Benjamin Boothby(1808-1877) and Catherine Harmon(1815-1879). He graduated from Bowdion College and was a teacher in Pownal Maine. In 1861 he enlisted in the Twelfth Maine Volunteer Infantry Company C, first went to Ship Island for several months and arrived in New Orleans on May 8th, 1862 aboard the Steamer Constitution. He came to New Orleans as private secretary to General Shiply. He was on the Staff of General Benjamin Butler . He was later in charge of the transportation of Troops and of the Commissary Department between the City and the Forts(His Headquarters at Lakeport).When General Butler left New Orleans and was replaced by General Banks Lieutenant Boothby was appointed recruiting officer. He recruited two New Orleans Regiments of Volunteers for the Louisiana Volunteer Infantry. He was promoted to Captain for Meritorious Services(1864) and made Commander of Company D of the 1st Louisiana New Orleans Volunteer Infantry. He was the sole officer of the 12th Maine to stay in the City after the Civil War ended. He came down with "Yellow Fever" in 1866 but recovered. About March 1868 he married Mary Cecilia(Celia) Helena O'Neal. After the War he served as Assessor of Internal Revenue, in the early 70's, Special Deputy Surveyor of the Port, from 1874 until 1877 was Superintendent of the City Public Schools and it is of record that he had at least six McDonogh Schools built. He also opened a Private School. He was a chief officer of The Sugar Bureau(paid bounties to sugar planters). In 1898 he was appointed Superintendent of the New Orleans Mint by President McKinley. He was in failing health and retired for the last nine years of his life. He and his Wife had Six Children.
