Mrs. Carter was born Jennie Adela Rippy on May 7, 1897 in Gentryville Missouri, the daughter of William Mosby and Leanna Agnes Crawford Rippy. Mrs. Carter lived in Missouri, Oklahoma, Wisconsin and Arkansas during her childhood.
Her family moved to Colorado making the trip by covered wagon from Oklahoma to Walsenburg in July of 1914. In 1915 they moved to Silt with father and sons making the journey by immigrant railroad car, taking their livestock, furniture and family personal effects as far as New Castle. Mrs. Rippy and her two daughters came by train.
They lived in tents on the south side of Grand River, now known as the Colorado River, until they could build a house.
Mrs. Carter was united in marriage with Robert Frank Carter on April 16, 1917 at Silt. Mr. and Mrs. Carter lived in the Silt community where Mr. Carter did custom threshing and worked in the saw mill for many years. Mrs. Carter was known for her tender loving care she gave many folks who could not care for themselves. She took care of them in her home.

Survivors include her daughter, Mrs. Arthur ( Marilyn) Stephenson of Edwards; and Dale of Castle Rock; a brother, E. J. Rippy of New Castle; a sister Mrs. Harry (Imogene) Cook of Rifle; fourteen grandchildren, several great grandchildren, other relatives and many friends.
