Freda was born on July 19, 1945, in Abney, W.Va., and was the daughter of the late Bernard Jackson and Gladys East Hedrick.
She was a school bus driver for Rockingham County Schools for 24 years and also worked at the Howard Johnson's Motor Lodge for 24 years.
On Dec. 4, 1971, she married her husband, who survives.
In addition to her husband, Mrs. Foley is survived by two sons, two daughters, two brothers, three sisters, six grandchildren, and several nieces and nephews.
Mrs. Foley was preceded in death by one brother, Huston Hedrick.
Funeral services will be conducted on Tuesday, Feb. 10, 2009, at 2 p.m. at the Kyger Funeral Home in Harrisonburg with the Rev. Jimmy Kite officiating.
Burial will follow at the Keezletown Cemetery.
The family will receive friends on Monday from 7-8 p.m. at the funeral home.
