Nellie was called Sis by her family. She was born in Isle of Wight County, Virginia. When she was 6 years old her family moved to Norfolk, Virginia to a house on Avenue A. She attended Patrick Henry Grammer School. She was married to Richard Burgess Brown and they had two sons, Wilbur Edward Brown (1920–2001) and Richard Tilton Brown (1922–1988). She was later married to John Garrett.
Sis used to have relatives come and stay with her when she lived in Virginia Beach. She would treat them all to great home cooked meals. She loved having friends and family over and fixing and cooking. She was a wonderful hostess and cook. She also cooked many meals for the Church of God. She helped out with meals for visiting Ministers, homecomings and more. She was a member of the Kempsville church the last few years, but she had also attended her brother Earle's church at Ballentine and the church at Azalea Gardens as well.
She was a wonderful daughter, sister, Mother, Grandmother and Aunt.
