Homer was born and raised in rural Kentucky. He married Mildred (Martin) Harrelson on 5 January 1957 in Columbus, Georgia. Although he had no biological children, he raised Mildred's three children as his own.

Homer enlisted in the US Army on 19 March 1945, where he would serve for the next 23 years. He served in World War II, the Korean War, and the Vietnam War.
