US Congressman. After attending the University of Virginia, he studied law, passed the bar, and established a legal practice in Culpeper Virginia. He was Commonwealth attorney for Culpeper County from 1879 to 1891. Elected to Congress as a Democrat in 1896, he served from 1897, until his death in Washington, D.C. in 1907. Before his death, he had been reelected to his sixth term.
