A prominent St. Joseph real estate and insurance broker he resided in St Joseph for 66 years. He was born in a log cabin just east of Albany, Missouri. He served as the last surviving charter member of the Sertoma Club and served as treasurer for the club for first 10 years of its existence. He and his partner established the St. Joseph Guaranty Title Company. He was married to Avis J. Gilbert of St. Joseph, and previously married to Julia Blondeau (buried at Mt Mora Cemetery)

He was the son of Morris T and Mary Ann Magee Chips of New Hampton Missouri.
