Elia was the daughter of James Austin (1806-1895) and Adaline Anderson (1811-1874).

According to family historian, Cotton Bilbrey, Elia was "of Cherokee ancestry". If that story is correct the ancestry was probably from her Mother, Adaline.

Chamberalin married Elia sometime in the 1880s. They had three children:

Burris Bilbrey (?)
Rebecca Jane Bilbrey [Qualls] (1889-1956),
Fletcher Burton Bilbrey (1893-1973).
