Fletcher was the son of Chamberlain Bilbrey (1824-1903) and his third wife, Elia Whitney Austin (1850-1908).

A World War II Draft Registration Card states Fletcher was born in Bledsoe County.

Fletcher's father died when he was ten, and his mother died when he was fifteen. For a short period after that he went to live with his sister, Rebecca Jane, and her husband, Charlie Qualls. The 1910 Census confirms this.

Fletcher married Lula Bell Walker September 3, 1911. Lula was the daughter of Isaac Rice Walker (1867-1950) and Nancy Jane Harris (1868-1948). Fletcher and Lula had the following children:
