Son of Francis Russell, 4th Earl of Bedford, and the Honourable Catharine Brydges. Paternal grandson of William Russell, 1st Baron Russell of Thornhaugh, and Elizabeth Long. Maternal grandson of Giles Brydges, 3rd Baron Chandos of Sudeley, and Lady Frances Clinton.

William was an English politician and fought with the Parliamentary forces in the English Civil War.

He married Lady Anne Carr in 1637. She was the daughter of Robert Carr, 1st and last Earl of Somerset, and Lady Frances Howard.

Their marriage would produce seven children - five sons and two daughters - although one son died in infancy and one son died unmarried. The other children all married and had issue.

William's father died of smallpox in 1641 and he succeeded to the earldom of Bedford and its subsidiary titles.

He was created Duke of Bedford and Marquess of Tavistock in 1694, and Baron Howland of Streatham the following year.

William's son and heir was executed for his involvement in the Rye House Plot in 1683. He was succeeded by his grandson, Wriothesley Russell.

The Duke of Bedford lies in the Bedford Chapel of the parish Church of St. Michael, Chenies.
