Hawaii Governor, U.S. Senator. He graduated from Johnson College Tennessee in 1912, University of Michigan in 1916, was a teacher of history, Johnson Academy (1912-14) and principal (1914-17). He relocated to Hawaii as a social settlement worker, in Hilo (1917-18), was educational director, Army Y.M.C.A., Fort Shafter (1918-19), and was vice principal of McKinley High School Honolulu (1919-20). He also was personnel officer of the Kohala Sugar Company, (1920-21), principal of Kauai High School (1924-25), deputy superintendent of public instruction for Hawaii (1925-34) and superintendent of public instruction, Territory of Hawaii (1934-46). During World War II, he served as a Lieutenant U.S. Army, Headquarters Staff, Hawaii Defense Volunteers and was director of the State Department of Public Welfare. After the war, he was chairman for the Advisory Committee on Education for Trust Territories, in 1946 and secretary of Territory of Hawaii (1946-51). In 1951, he was appointed by President Harry Truman the Governor of Territory of Hawaii, serving until 1953. After leaving office, he was vice chairman of the Hawaii Statehood Commission (1954-56) and served as Territorial Senator for the Territory of Hawaii (1956-59). Upon the admission of Hawaii as a State into the Union, he was elected as a Democrat to the United States Senate, serving (1959-63). Not a candidate for re-nomination, he was a member of the South Pacific Commission, in 1964. He died from an attack of asthmatic bronchitis.
