Son of Philemon Baker, Sr, who died in 1849 in Rochester Township, Cedar County, Iowa, and Aurilia Mudge (1806-1889).

He was born in Tioga County, Pennsylvania, and was left an orphan at an early age and although he was quite young, he made it on his own.

In Milledgeville, Illinois, he met and married Harriet L. Palmer, in 1865. They had 7 children: Fred C., deceased, Mary V. Fisher, of Elwood, Lydda Bell Kahl, of Maywood, Edward P. of Neligh, Emma E. deceased, Charles A., of Oakdale, and Samuel A., of Allen.

After living in Illinois for two years, they removed to Iowa where they resided until 1873 when they came to Nebraska. They lived in Platte County, Tilden, and lastly, to Oakdale. He died at the home of his daughter in Elwood and is buried in the Oakdale Cemetery.
