The presumed son of Joseph S. Watkins and his first wife Catherine Nivison of Goochland, Virginia. In baptismal records of Henrico Parish, Diocese of Virginia and St. John's P. E. Church is an entry stating "Baptized at Williamsburg, April 28, 1819, Nivison and Lucian Morton, sons of Joseph S. and Catherine Watkins". In her book "Our Forefathers" author Vinnetta Wells Ranke states both Lucien and his brother died as a single person. In catalogues of the University of Pennsylvania medical department is found a listing for Lucien M. Watkins, Virginia 1838. Later publications stated his name as Lucien Mayo Watkins which doesn't make sense as he had a brother named Mayo. A Lucien M. Watkins is also listed in an 1837 catalogue of Cincinnati College, residence Goochland, Virginia.

In the 1840's he is in Virginia where he is named in legal suits brought by siblings of his father. In 1850 he is in Poinsett, Arkansas, single. By 1860 he has married Rebecca and they are living in Jonesboro.
