US Congressman. Born in Alburg Springs, Vermont, he moved to the Idaho Territory, and served in a number of judicial positions, including United States Attorney for Idaho, and Associate Justice of the Idaho Territorial Supreme Court. When the state was admitted into the Union in 1890, he was elected to represent it as an At-Large Delegate to the United States House of Representatives. As Idaho's first national congressman, he served from 1890 to 1895. In 1903 he was appointed as Attorney General for the newly acquired territory of Puerto Rico, serving in that office from 1903 to 1905. He remained in Puerto Rico for the remainder of this life, and served as a newspaper editor from 1913 until his death in 1925.
