Jane Margaret Carper was the second child of Floyd Eugene Huss and Alma May Hasselbach.

Jane was born on her grandfather's (Christian Earl Huss') farm. When Jane was very young the family moved to her grandparents (Hasselbach's) farm. Jane attended Stamm Elementary School and graduated from Ross High School in June 1944. She was the payroll clerk for Union Carbide and Chemical Corporation for fourteen years.

On December 7, 1946 in Grace Lutheran Church, Fremont, Jane married Frederick "Fred" Carper, Jr.

Jane and Fred had one child: Jerri Lynn.
