One year after his arrival in Kansas City, Mr. Payne married Phoebe McDaniel. Their only child, a daughter, Laura, married Frank C. Peck of the Stewart-Peck Sand Co., at whose home Mr. Payne died.
From 1855 to 1859 Mr. Payne held the office of constable of Kaw township. During the last part of his third year in office he was called upon, as constable, to perform a sales of slaves. Being a Union sympathizer, he had qualms of conscience concerning such a duty but he performed it, nevertheless, and received a very low prices for the negroes. People were not investing their money in slaves at that time. In 1875 Mr. Payne was elected to the city council. Later Mr. Payne was made city licence inspector, which office he held until 1884.
Mr. Payne since 1884 suffered from locomotor ataxia, which, in connection with his old age, resulted in his death on September 20, 1908. The funeral was held at the home of Mr. Peck, 1800 Jefferson, at 2 p.m., September 22 and burial was at Union Cemetery.
He was survived by a brother and three sisters. The brother, E. J. Payne, is now in the census office at Washington, D.C. His sisters were Mrs. Caroline Coulton, Dedham, Mass.; Mrs. Sadie DeWitt, Jacksonville, Fla., and Mrs. Jennie Knowles, Winfield, Kansas.

The Funeral of William Payne.
The funeral services of William W. Payne, 72 years old, who died last night, will be conducted by the Rev. O.M. Stewart at the home of Mr. Payne's son-in-law. Frank C. Perk, 1800 Jefferson street, at 2 o'clock to-morrow
afternoon. The pallbearers will be H.P. Stewart, Charles C. Peck, W.A. Satterlee, H.O. Heim, W.H. Lucas and Joseph Brewen. Burial will be in Union cemetery.
