North Carolina Governor. He attended the Atlantic Christian Collegiate Institute, graduated from the University of North Carolina, in 1901 and with a law degree in 1903. He was a member of the North Carolina House of Representatives, (1907-08) and served as solicitor to the First Judicial District, (1910-22). In 1932, he was elected as a Democrat the Governor of North Carolina, serving until 1937. Serving during the Great Depression, the state penal system was improved, workmen compensation laws were authorized and the utilities commission was restructured. After leaving office, he returned to his legal career and was the special assistant to the U.S. District Attorney. He died at age 67 in Elizabeth City, North Carolina.
