Cecelia was the daughter of Leonard and Nina (Rich) Blaylock, Sr. She was married to Ralph F. Druse, Jr. They had a son and a daughter. Cecelia was retired from Central Hardware in Fairview Heights, Illinois and was a member of the Holy Trinity Catholic Church, Fairview Heights, Illinois.

Cecelia was preceded in death by her parents, Leonard and Nina (Rich) Blaylock, Sr. and her brother, Leonard Blaylock; and sisters Patricia Foran, Virginia Farezena and Barbara Stites.
