U.S. Congressman. Born in Baltimore, Maryland, he studied medicine, then studied law, was admitted to the bar and commenced to practice law in Baltimore in 1857. Moving to Kansas City, Kansas, he continued the practice of law, was a member of the Kansas Territorial House of Representatives and graduated from the University of Louisiana in 1860.With the outbreak of the Civil War, he enlisted in the Confederate Army, was appointed surgeon of Colonel Francis Bartow's 8th Georgia Regiment, served in the Battle of Gettysburg, was taken prisoner and placed at Fort McHenry, Baltimore. After his release, he returned as surgeon on the staff of General Bradley Johnson, of Maryland, until the close end of the war. After the war, he was appointed deputy register of Baltimore in 1870, was chief clerk of the first branch of the Baltimore City council and served as a reading clerk of the Maryland State House of Delegates, (1874-78). He also was a reporter on the Baltimore Evening Commercial and later a proprietor connected with the Baltimore Gazette. In 1885, he was elected as a Democrat to the Forty-ninth Congress and served until his death at age 49 in Washington, D.C.
