U.S. Congressman. He graduated from La Salle College, studied law, was admitted to the bar in 1888 and commenced the practice of his profession in Philadelphia, Pennsylvania. Entering politics, he was elected as a Democrat to the Sixty-third Congress, serving 1913-15. An unsuccessful candidate for reelection, he was also an unsuccessful candidate for Lieutenant Governor of Pennsylvania in 1918 and resumed the practice of law in Philadelphia. During World War I, he was a member of the speakers' bureau of the Council of National Defense and secretary of the board of inspectors of the Eastern Penitentiary in 1923. He then continued to practice law until his death.
