He served as a Delegate to the Democratic National Convention from Massachusetts in 1960, served 4 terms as a Massachusetts State Representative for the 13th Worcester District in 1948, and 1956. In 1958 Ward became a Democratic Nominee for Attorney General and then served as Secretary of the State of Massachusetts from 1958 to 1960. At one point he also served as acting Governor of Massachuseets after the death of the incumbent. In 1962 he was elected to the Massachusetts State Senate and served there until 1972.
