Simeon Frow was born in Mahon, Isle of Minorca, Spain. He was shipwrecked near key West where he decided to remain, receiving his citizenship papers on 24 August 1836.

He married Sarah Ann Thrift/Frifth in Key West on 30 October 1839.

Simeon Frow was a mariner and lighthouse keeper.
