Daughter of Samuel Harper (d. 1826), who came to the Northwest Territory in 1791 to where Cincinnati is now, and who married Catherine DeMoss on July 2, 1795 at North Bend [in present-day Miami Township, Hamilton County, Ohio] by the justice of the peace Aaron Cadwell.

Julia Ann married Henry Lloyd Drake in Warren County, Ohio with a license dated February 18, 1830.
