U.S. Senator. He graduated from Rhode Island College, in 1770, studied law, admitted to the bar in 1771 and commenced to practice law in Providence, Rhode Island. He was town clerk of Providence, (1775-87), a member of the Rhode Island State House of Representatives, (1776-82), judge of the court of admiralty in 1785 and Naval Officer of Customs for the district of Providence, in 1790. In 1790, he was elected as a Federalist to the United States Senate, serving until 1803. Not a candidate for reelection, he engaged in writing, was a member of the Rhode Island State House of Representatives, (1812-16) and a trustee of Brown University, until his death at age 75. The town of Foster, Rhode Island, is named in his honor.
