He was the son of the late Luther and Lavada Wilcox Carter and a native of Georgia. He moved to Virginia in 1939 with his family.
He served in the U.S. Army 87th Airborne Corp, Company M 325th Glider Infantry Regiment in World War II. He received the Purple Heart medal after being wounded at the Battle of the Bulge.

He is survived by his wife, Mildred Patterson Carter. His sons include Joseph C. Patterson and C. Stephen Patterson. His daughter-in-laws include Marcia and Pam Patterson. He was survived by three grandchildren...Justin, Meagan and Lauren Patterson as well as four nephews and two nieces.
Additionally, he is survived by his youngest sister Eleanor Carter Thomas and her husband Robert E. Thomas of Jacksonville, Florida.
Member of Wilroy Baptist Church and a 50-year member of the Western Branch Masonic Lodge 189. He retired from the Norfolk Naval Shipyard in 1986.
