U.S. Congressman. Born near St. Marys, Ontario, Canada, he moved with his parents to North Dakota in 1883, graduated from Mayville State Normal School, was superintendent of schools of Cooperstown, North Dakota (1896-98), and register of deeds of Griggs County (1899-1901). He also organized the First National Bank of Binford, served as cashier (1905-08), engaged in agricultural pursuits, real estate business and was a member of the North Dakota State House of Representatives (1915-19). In 1919, he was elected as a Republican to the Sixty-sixth Congress and to the seven succeeding Congresses, serving until 1935. After leaving Congress, he was a Republican member of the Special Mexican Claims Commission, (1936-39). He retired from politics and resided in Miami, Florida, until his death.
