Fred was the eighth of Alfred and Marcella (Rand) Bynon's nine children.

In 1899, Fred and his father started the first weekly newspaper in Hollywood, California called the Cahuenga Valley Sentinel, which they later called the Hollywood Sentinel. A subsequent owner renamed it the Hollywood Citizen News. At about the same time, Fred opened the first real estate office in Hollywood

In 1903 the people of Hollywood voted in favor of incorporation and an election was held in which Fred was elected the first Clerk of the new city.

The Hollywood Masonic Lodge was organized in his real estate office and he served as the third "Master" of Lodge 355 in 1905.

The Hollwyood Baptist Church was organized in Fred's home.

In 1908 he returned with his growing family to Salem, Oregon where he earned a law degree from Willamette University and began practising law, later serving as an assistant attorney general.

He was a delegate to the Republican National Convention from Oregon, 1912.

On September 5, 1891 Fred married Estelle Laureta "Stella" Mitchell in Salem, Oregon. Stella was the third of six children of Adam and Mary Ann (Emert) Mitchell. Fred and Stella were the parents of seven children:
