Son of a wealthy industriaslist family and part of the city's Protestant, Republican upper class. Robert Ross was a member of a semi-secret society known as the American Protective Association or "A.P.A."; anti-immigrant, anti-Irish, anti-Catholic and determined to unseat Democratic chairman, U.S. senator Edward Murphy.
In a local election, Ross was among a group of self-appointed poll-watchers. In a confrontation with a gang of repeat voters, working for the local Democratic "Boss", a melee breaks out, shots are fired, men on both sides are hit and Ross ends up dead.
An A.P.A. lawyer with his own political ambitions, Frank Black, fixes on Irish roughneck Bartholomew "Bat" Shea as the killer and ultimately railroads the young man straight to the electric chair.
