Hugh Allen was born May 26, 1802 in Sutton, Mississiquoi/Brome County, Quebec, Canada to John Allen and his wife Magdelana (Lany) Andrew. He was the 6th child and 4th son out of 12 children. He married Martha Billings across the border in Richford, Vermont on January 26, 1831. In the early 1840's, Hugh and his brothers, John and Stephen migrated to the London, Ontario area, settling on farms near each other. Beginning by building a log cabin, Hugh prospered working long hours and eventually having a commodious house complete with a ballroom, thus attracting young people from the surrounding area according to his daughter-in-law, Edith Day Allen.
Hugh and Martha had six children, the first three born in Sutton and the last three in Ontario. Three of his four sons became doctors, practicing homeopathic medicine. In his later years, Hugh and Martha lived with their youngest son, Dr. Asa Allen in St. Johns, Michigan. Martha died in St. Johns, but Hugh moved to Milwaukee with Asa and his wife when he relocated there.
