US Navy Rear Admiral. Popham graduated from the United States Naval Academy in 1914. He served in World War I with the Atlantic Fleet and first came to Charleston, South Carolina in 1918. The following year he attended submarine school and commanded two submarines before returning to Charleston as aide to the commandant from 1923 to 1925. In 1925 he was transferred to the aircraft carrier, Lexington. By 1933 he entered the United States Naval War College and in 1935 served aboard the submarine tender Holland. In 1936 he served aboard the heavy cruiser Chicago and in 1937 was transferred to the Office of Naval Intelligence in Washington, DC. During World War II Popham commanded assault squadrons at Lingayen Gulf in the South China Seas and Iwo Jima and the initial landing at Amori. He was decorated with numerous awards including the Legion of Merit for his service in the Pacific Theater. At the close of the war he served as second in command in the occupation of Japan. After the war he returned to Charleston as administrative officer at the Navy Shipyard and retired in 1947. He was a member of the New York Society of the Cincinnati, the St. Cecilia Society, and the Charleston Club.
