Brother of Charles Yancey Steptoe (wife, Mary Johnson Wallace Steptoe) and Elizabeth Wallace Steptoe.
Philip was born and raised in Culpepper County, Virginia; in the early 1900's he worked as a Teacher.
On 15 November, 1911, Philip married Mary Lou Wetherell in Parkersburg, West Virginia; the young couple would make their home there; later, Philip would earn his Law Degree and become an 'Attorney with a General Practice', a career he would have for the rest of his life.
Philip and Mary Lou are the parents of Philip Pendleton Steptoe II (wife, Irene Helen "Tommy" Steptoe), Thomas Wetherell Steptoe (wife, Margaret Crane Steptoe), Robert M. Steptoe and Nancy Moss Steptoe.
In 1927 Philip joined the West Virginia Chapter of the Sons of the American Revolution; he joined under his ancestor Thomas Barbour, his 4th Great Grandfather,
who was a member of both of the Revolutionary Conventions of Virginia held in Williamsburg, Virginia, in 1775.
Philip Pendleton Steptoe died on October 15, 1944 at the age of 67.
