Russel was the son of Wendell and Marjorie Higley Botkin of Farmington. His father ran Botkin Motors and The Farmington General store. Rusty attended Farmington grade school and the Lancaster Elementary school and was a member of the Lancaster Boy Scout troop. He graduated from Atchison County Community High School at Effingham in 1975. He was an outstanding drummer and participated in all phases of the ACCHS band program. He served as the band president his senior year and spear headed the fundraising drive for new marching band uniforms. He later attended Highland Community Junior College, receiving a band scholarship.
