US Congressman. Born in Born in Galway, Ireland, he attended the theological college at Saint-Omer, France, then immigrated to the American Colonies and settled in Charles Town, South Carolina. He was appointed a Judge of the State Circuit Court in 1778, served in the Revolutionary Army (1780-82) and was member of the South Carolina House of Representatives, (1779-88). In 1789, he was elected as an Anti-Administration candidate to the First Congress, serving until 1791. He declined to be a candidate for reelection and again served as a Judge of the State Circuit Court and as a chancellor of the courts of equity, until his death at age 58 in Charleston, South Carolina.
