Milton was the only child of Norman Taylor Bailey and Matilda Brown. His parents divorced when he was a young boy and they both had remarried by the 1870 census. Based on census data it appears that he was raised by his maternal grandparents, Barker Brown and Elizabeth (Seltzer) Brown who ran a dairy farm in Burlington, Bradford Co., Pennsylvania. Milton moved to Michigan in 1879 where his mother and her 2nd husband, Julius Weed were living. His best friend, Zeph Lane, and his family also moved to Michigan apparently at the same time. Zeph and Milton obtained land grants from the Federal government on adjacent parcels in North Dakota in 1880. Milton's future wife, Ella Mae Bronson, and her two brothers and a sister arrived from Ontario, Canada in the spring of 1884 following the death of their parents. Their uncle was homesteading in the area and was acquainted with Milton and Zeph. The two men married the two Bronson girls. The Baileys moved in 1888 to the State of Washington where Milton operated a dairy farm north of Spokane. The family moved to Miles City, Montana in 1906 where they once again operated a dairy farm that they called the Broadview Dairy. After Milton's death his son Raymond operated the farm until he sold it in the early 50's. Milton and Ella Mae had seven children (Myrtle Patterson, Verna Fulton, Raymond, Hazel Nason, Wilma Peschl, Milton, and Montana Dunn).
