US Congressman. Born in Gallipolis, Ohio, he graduated from Marietta College Ohio, in 1847, studied law, was admitted to the bar in 1851 and commenced to practice law in Ironton, Ohio. He was prosecuting attorney of Lawrence County, in 1851, a member of the Ohio State Senate (1861-63) and consul to Lisbon, Portugal, (1869-70). In 1877, he was elected as a Republican to the Forty-fifth, Forty-sixth and Forty-seventh Congresses, serving until 1883. Not a candidate for re-nomination, he was appointed Solicitor of the Treasury by President Arthur, serving (1884-85). He then resumed the practice law until his death at age 77 in Ironton, Ohio.
