Eugene Bell met Ruth Clarke on the dance floor at the U.S.O. After he received his wings and Commission in Corpus Christi, Texas, Ruth accepted Gene's proposal of marriage. Gene served with the U.S. Navy flying P.B.Y.'s during the war until it ended. After the war ended, Gene returned to Dallas and he and Ruth were married in July 1944. They moved to Whidbey Island, Washington where Gene completed his commision.

They moved to Clovis, California to establish their first home. Gene joined his father in the family owned business, Clovis Lumber Company. They welcomed her daughter Elaine in May 1946. The Lord gave them a "special" child, David, in February 1949. His wife Ruth was totally devoted to her husband and her children's care. She blessed her son David with her special care for 24 years until he passed away in 1973.

Gene and Ruth were part of the original parents to start a parent's co-op for mentally retarded children in the Fresno area and their son David became one of the first children to attend Kelso School in Fresno.
