Elsie was born in Redwood City, San Mateo County, California, and moved to the Paddock district with her parents, Maria Jane (Paddock) and Francis Marion Felt, in 1881. After her father died her mother married John Van Vlear, a Paddock district farmer.
In 1909, Elsie married Jesse David Bozeman who served for many years as the Hanford sewer superintendent. He was born in nearby Kingston, the son of Mr. and Mrs. John W. Bozeman, who came to California in 1849. Jesse died in 1951 at the age of 77. They had been childhood friends in the Paddock district.
Elsie played a large roll in the history of Kings County education. It began in 1902 and continued until 1950 when she retired. During her 48 active years in school work she had been teacher, principal and county superintendent, the latter from 1927 to 1935. Afterward she returned to teaching, and was principal of the San Jose School in the Island district at the time of her retirement.
Elsie began teaching in the Wayne School, a one room one teacher school with 57 pupils in nine grades. After the Wayne School, she taught in the Paddock, Hanford and Youd Schools, and was the principal of several schools in the county including the Kings River and San Jose districts.
In 1954 she was selected as one of the Homecoming Day princesses attending the queen.
She was a member of the Retired Teachers Association, the First Christian Church, the Woman's Christian Temperance Union, the Royal Neighbors of Woodcraft, and the Daughters of the American Revolution.
Her survivors included an adopted daughter, Mrs. Peggy Adney of Lemoore.
