Thomas Steen was a son of James Steen, Jr. and his wife Jane Graham. His paternal grandfather was Lt. Col. James Steen, who was a Soldier of the Revolution, killed at the Battle of King's Mountain in 1780.

Some sources state Thomas was born circa 1779 and died in 1830; however, the census records suggest he was born circa 1794, and was still living in 1850. He married Elizabeth Hollifield, a daughter of Jacob Hollifield, and they had several children, among them Joseph Steen (c.1819-1861, m. Elizabeth Ann Taylor), Elias Steen (1821-1888, m. Ellen Taylor) and James Samuel Steen (c.1825-1864, m. Louisa Taylor). Elizabeth and Ellen Taylor were sisters, and Louisa was their first cousin, all of Anson County, North Carolina.
