His wife Hepzibah also died in Georgia. He is likely not the William Welborn who was a private in the American Revolution. I believe that William was from Accomac County, Virginia. Also William Welborn was in North Carolina, Rowan County before the 1787 date that you have. Check the land records for Rowan, Orange and Wilkes County, North Carolina.)
