Born on his parents' homestead at Mutau (Mutaw) Flat in the Sespe Wilderness, he was the son of Guillermo (William) Mutau and Vicenta Francisca Chapman y Villa. He was a descendent of Captain Francisco Ortega and Joseph John Chapman. Sometime after the death of his father in 1874 he accompanied his mother and sister to Saticoy, where they were living in 1880. Sometime that same year he went to live with his uncle, Juan Chapman, at Rancho La Ballona (Venice), where he was attending school later that same year (appears twice in 1880 US Census; this uncle had killed his father in self defense). His mother had also moved to Rancho La Ballona by 1887. Guillermo was unsuccessful in an attempt to open a restaurant and saloon in "The Palms" district in the late 1890's, and lost his bid to serve as a constable in 1897, a position also held by his uncle Juan (John) Chapman. He was still single and living with his mother in 1900 (1900 US Census).

Accompanying the resignation of E. F. Brakesuhler as Constable of Ballona township were two applications for the job, one from W. E. Mutaw, with a petition of twenty-three names attached, and the other from Francisco Figueroa, with a petition of forty names, and recommendations from [Senator] Stephen M. White, Henry T. Gage, H. H. Appel and A. W. Francisco. Figueroa received the appointment, and Mutaw was permitted to withdraw his application.
