She was the daughter of Wilson Wynne Norman and Mary (Burrus) Norman. She married John Todd Brame Hoover on November 10, 1869 at Sladesville in Hyde County, North Carolina. They were the parents of six children: Alice, Gertrude, Francis Harlan "Buddy", Melissa Adelaide, Hattie Rose, and Annie Wilson.
