William Chandler Burgess, eldest child of Mary (née Clark) and Allen R. Burgess, was born in New Britain, Hartford County, Connecticut, and grew up in Geauga County, Ohio, where his Burgess grandparents had settled in the 1830s. He shared his middle name, Chandler, with his father's eldest brother, John Chandler Burgess.

William C. Burgess and Olive A. Frazer were married on 21 November 1860 in Russell, Geauga County. Earlier that year, William Burgess had been enumerated in nearby Cleveland, Ohio, where he was working as a railroad brakeman. The couple were the parents of three sons (one died in infancy).

In 1868, the family of William and Olive Burgess relocated to Montour, Indian Spring Township, Tama County, Iowa, as did a number of their relations, including: William's brother Horace with his family and their uncle "Doctor" Frank; and Olive's sister Charlotte Ellis and her family. The township's first settler arrived in 1849, but the population grew slowly until 1863 with the arrival of the Chicago and North Western Railroad (C. & N. W.), then known as the Cedar Rapids & Missouri.

In Tama County, and later Clinton, Clinton County, Iowa, William C. Burgess worked as a carpenter, laborer, and railroad weigh master. (The move to Clinton may have been connected with son Junius' 1890 assignment to Clinton as a cashier for the C. & N. W. Railway.)

Montour, along a Chicago and North Western Railroad line, was incorporated as a town by the vote of its inhabitants in 1870 in which S. (Smitzer) Ellis was elected a Trustee. In 1879, W. C. "William Burgess stopped on his transfer from Moutour to Potter just long enough to say that he is on his way to Colorado. His brother Horace was to accompany him from Woodward and their destined place is Colorado Springs. Mr. Horace Burgess intends to locate there for his wife as soon as a suitable place can be found. We learned that Mrs. Burgess is suffering from catarrhal and throat trouble to which an Iowa winter is no friend." ("County News: Montour," Toledo Chronicle, Toledo, Iowa, 12 Apr 1888, p. 2.) Montour is in the center of Indian Village Township; Potter is in the southeast corner.
