William was born in Hancock County to William Doll and Elizabeth Howell Rhea and lived in District 6 of Hancock County as a young child. The remaining part of his life he lived in Sneedville. He married Sarah Elizabeth Jones and the pair had the following children: Kittie, Sherman, Martha, Louis, Quincy John, Nora, Walter, Isaac, Omer, and Elizabeth.

William is buried in Sneedville on the land of the old Rhea Homestead. When his uncle Sterling Rhea died, William Henry and family buried him on the farm and decided to continue using that area of land as a burial ground for family and friends. Once William died, at age 72, the cemetery was named after him in remembrance.
