William Bishop "Bill" Allen was born on December 5, 1903, at Oneida in Clay County, Kentucky, to Steven (Stephen) Allen (born circa 1866)and Mary E. Allen (born circa 1869). Of their five children, Bill was the third ot be born. His siblings are here listed in the order of their birth with each estimated birth year calculated according to each sibling's recorded age at the taking of the 1920 U. S. Federal Census:
(1) Chester Allen (born circa 1892).; (2) Dorah Allen (born circa 1891); (4) Earnest Allen
(born circa 1906); and (5) Thelma Allen (born circa 1909).

Circa 1940 in Hamilton, seat of Butler County, William Bishop ("Bill") Allen wed Loretta Estella Lotz (1906-1957), daughter and eldest of the four children of Hamiltonian Carl Wesley Lotz (1884-1960) and Alsace-born immigrant Anna Graff Lotz (1884-1952). Bill and Loretta had no children of their own but did adopt Robert ("Bob") Lotz, the youngest of the two sons of Loretta's brother Lawrence H. Lotz and his wife, Pearl (Smith) Lotz after Pearl died on May 13, 1953, and Bob's father became too ill to provide good care for him. Loretta and Bill Allen also generously looked after Bob's older brother by ten years, Lawrence C. "Larry" Lotz (1935-2019), although they may not formally have adopted him.

William Bishop "Bill" Allen died on October 6, 1976, at West Carrollton, Montgomery Co., Ohio, and was interred several days later in Hamilton, seat of Butler County, Ohio, at Greenwood Cemetery in Section C, Lot 620, Grave 02, beside his first wife, Loretta Estella (Lotz) Allen (Sept. 2, 1906, to Oct. 6, 1957).
