Charlotte was the daughter of Herman F. Willkie and Henrietta Trisch. Herman was a German immigrant from Aschersleben and Henrietta was one of the first women to be admitted to the bar in Indiana. Charlotte's brother was Wendell Willkie.

Charlotte's husband was Rear Admiral Paul Edward Pihl. They married June 3, 1920, the day Paul graduated from the U.S. Naval Academy. She was cremated by Caughman-Harman in Lexington, South Carolina.

Charlotte was a member of the Sulgrave Club in Washington and belonged to Grace Episcopal Church in Berryville, Virginia.
