Gourley was born in Frostburg (Perry Twp.), Jefferson Co., PA, the son of John Albert Mitchell and Alda E. Gourley. He married Jozetta Buckley on April 14 1928 in Fayetteville, Fayette Co., WV.

Gourley and Jozetta were the parents of seven children:
