Mr. Kehoe was born in Troy and moved to this area as a child. He was educated at Draper High School.
He was employed by Schenectady County as election commissioner from 1958 to 1977, when he retired.
Mr. Kehoe served as vice president and president of the New York State Election Commissioners Association and president of the Schenectady County Board of Elections.
He was a member of the Board of Directors and an honorary life member of the Rotterdam Democratic Club and served as a Democratic committeeman for 40 years.
Mr. Kehoe was a member of St. Gabriel's Church and the Rotterdam Elks Lodge.
Survivors include his wife of 63 years, Edna Lee Kehoe; a son, Martin J. Kehoe Jr. of Schenectady; two daughters, Joan Plankis and Christine "Pat'' Reynolds, both of Schenectady; a sister, Mary Welch of Schenectady; and nine grandchildren.
Services will be held at 8:30 a.m. Tuesday at the DeMarco-Stone Funeral Home, 1605 Helderberg Ave., and at 9 at St. Gabriel's Church, where a Mass of Christian burial will be celebrated.
Burial will be in Most Holy Redeemer Cemetery, Niskayuna.
