U.S. Congressman, Presidential Cabinet Secretary. He graduated from Christian University, in 1872, studied law, was admitted to the bar and opened a private practice in Gallatin, Missouri. He was public administrator of Daviess County, (1877-81), president of the board of education of Gallatin, (1882-1901) and a member of the Missouri State House of representatives, (1883-87). In addition, he was a hospital executive, Mayor of Gallatin, (1891-92) and judge of the seventh judicial circuit of Missouri, (1901-07). In 1907, he was elected as a Democrat to the Sixtieth and to the six succeeding Congresses until his resignation in 1919. He was then appointed Secretary of Commerce in the Cabinet of President Wilson, serving (1919-21). After his term he served as a delegate to the Missouri State constitutional conventions, (1922-23).
