He was born in Stokes county, NC and is a brother to Dewitt, Margaret, James, Nancy Ann Westmoreland Davis, Virginia Ellen, Virgil F, Laura J, Sallie E, Jasper Eugene, Martha Cornelia Westmoreland Boles and Marian Westmoreland Stoltz.
His sister, Laura J Westmoreland Smith, was admitted to the asylum in 1903, at the age of 32. She died and was buried here in December 1929. Her son, Gladys Ray Smith, had killed himself by shotgun wound to the chest at age 24, in 1925.
Their father killed himself at the age of 87 by slitting his throat with a razor in March of 1918.
William did not marry. He was employed in a cotton mill and was admitted to the asylum in 1927, at the age of 58. He died here 14 years later of lobar pneumonia.
